Defoe D. Yet, there is a most significant thread running through all of individual chapters, namely, the assertion that, rather than seeking to surpass or supersede Judaism, Paul sought to construct a way for ethnic non-Jews to participate in the covenant of the Jews.

Campbell argues forcefully that Paul's project was not the construction of an abstract systematic theology but a situational address to the various communities that were recipients of his letters. His primary audience was those non-Jews.
His intent was to create a Christian way of life for ethnic non-Jews alongside a Jewish way of life for Jewish believers in Jesus. Rather than derogating Jewish practice, Campbell asserts, Paul was interested in constructing a Christian community that had room for both sub-groups.
